How do I get my sim to visit a neighbor's park

First click on the globe icon to take up the list of your Neighbors. Select a town to visit and a sim to send there. When you in the town click on the Park and you should complete the goal. If your sim does not come to the park you should be able to call them there by using the whistle

I was trying to visit a neighbours Park and it was my sisters she had made one on her iPad and I visited hers but it said she hadn't yet made on. What do I do???????

See if you could find someone else's world because maybe she is not on that level specially if she just made one
