Snake won't rob the Kwiki Mart?

I built the museum to start the bad cops quest (level 33) but Snake doesn't have an exclamation point over his head like the Tapped Out Wiki said he would.

Task flagging does not work the way you think it does - meeting all of the requirements in Tapped Out does not actually cause the game to flag tasks for any Characters that apply, rather it simply makes them eligible to flag the task.

The game randomly flags quests as part of it's log-in process, so each time you log into the game, it is possible for any character not already on a Task to flag it. To help you improve the chances of flagging the Task you want on the character you want, cycle through the log-in process.

You can do that by logging in and out of the game (but that takes more time than you probably want) OR you can recycle the log-in checks by either visiting the Community Neighborhood screen (the screen in which you visit your Neighbors). Visiting Krustyland also triggers the log-in check for Tasks, so either will work.
