Hi, I started playing at the end of the Halloween 2013 update. Can anyone tell me if I can get characters from past events/updates (Boobarella, Shauna, Rex Banner, Tom o'Flanagan, Kang & Kodos). Thank You

The way that the value-added and Special Event Characters work is actually very simple. Each year each holiday or special event has a set of new characters that are added via it, usually given for free or for in-game Money. After the event ends, those characters are no longer available.
A year later when the new holiday or Special Event for that event takes place, a new set of Characters is offered using in-game Cash or given for free, while The Characters from the PAST events are offered via Donut (real-Money) purchase. So basically the answer to your question is No, and Yes. No you cannot obtain them now but Yes, you eventually will be able to obtain them when the event happens again.
