Whenever you can Evolve a Pokemon, always try to do it. Unless, of course, you know you can find it's Evolution pretty easy.
Leveling up, on the other hand, should be tried to keep from doing until after evolving your Pokemon into it's final stage. No need to waste their Pokemon Candies on leveling up if you haven't even evolved them yet.
