You need an enchantment table and a book. Click the enchantment table, and then put the book in the top slot, and the lapis in the lower slot. Choose the enchantment you want. Ok, now put the enchanted book in the 2nd slot of the anvil, and then put the tool you want to enchant in the first. K now click the 3rd slot for your new tool. If it didn't work but you see the tool in the third slot, you don't have enough XP. If there is nothing in the third slot, it's not possible to enchant it (choose a different tool or enchantment book).
