You cannot make it nightie in creative.. In the pocket edition, at least!

Yes, but only on a server when you are op/admin/owner or co-owner. You can make night time with command /time set night.

No!!! You can make it night time in creative mode(Pocket Edition)! Buy the app called Pocketinventory editor! Not the pro because it costs money!
