The game development for the PE version has not reached that point yet. When creating the game on new platforms they always proceed slowly to ensure that they get a fully stable build. Eventually that feature should be added.

Actually, the newest update did add enchantments (as well as the nether, ocelots, experince, hunger, and a bunch of other PC Items, so beetroots were removed, not sure about the cyan roses)
