I am trying to get past the pod race but I can't beat sebulba on the 3rd lap. I am not even close although I go over most speed pads. Is there a certain place on the iPad to tap which makes you go faster or what?

You have to use the d-pad controls. Then hold up on the d-pad and the pod will accelerate. It was very confusing and hard to figure out.
