Dog house won't receive dogs?

I purchased a second doghouse long ago. I am at level 53 and have three dogs in a first doghouse. I have plenty colored flags to purchase another dog but my second doghouse totally refuses to accept my dogs.

Be sure that you're buying the right type, as each of them have different houses.:
Kitten
Puppies
Cats
Dogs

You can also try putting the pet in an empty space, not inside the pet house.
