Purchasing Wind Mills w/ Gift Certificates

I am on level 80 and have more than enough gift certificates. I always purchase the gift box that contains the wind mill but every time the mailman delivers the box, it is another freakin' gnome or bike, I have like 100. I see a friend of mine who is only on level 22 already has a wind mill, what did she do differently to get the wind mill? Any answers appreciated. Thanks and happy playing! Smile
