If you're referring to the red and pink bicycles, they can be won on the Wheel of Fortune.
If you're referring to the penny farthing (old fashioned bicycle in the catalog with one large wheel and one small wheel), you have to save up enough gift cards and wait for that item to feature in your gift catalog. You can order it once you have enough gift cards, but about 95% of the time you'll receive the booby prize, something like a topiary or unwanted decoration, or sometimes a lucky bundle of sugar or jam :-) If you don't get it first time, keep trying. I won my tractor and fountain from that catalog.
