Please I have reach division 3 and be the champions there for two consecutive seasons without promoted to the next level, why?

If you finish your league championship, you will automatically be promoted to the next division.
But if you don't have the right amount of seats in your stadium to cater your audiences, you will not be promoted to the next division.
Division 3 needs 15,000 seats
Division 2 needs 30,000 seats
Division 1 needs 45,000 seats
Junior Elite Division needs 60,000 seats
Elite Division needs 80,000 seats
