Town hall 10 as well as level 10 walls are almost IMPOSSIBLE to get without spending money on Gems. I do not encourage this if you do not know what carets in things to spend it on in order to keep your base equal. DON'T town hall rush. Town halls 1-5 can receive up 20% of Gold and Elixir from a base. However, every town hall after that will decrease in 2% of your resources. As for dark elixir, it is 6% for town halls 7-8, 5% for town hall 9, and 4% for town hall 10.also, your base will not be that strong against harder opponents if you town hall rush, and you might be considered a gemmer. As for the level 10 elixir collectors and gold storages, since you were talking about maxed out things, you may be talking about the level 11 gold storages and elixir collectors, you can get those at town hall seven, while level 10s can be at town hall 5. I hope this is what you were asking for!
