If you drive into the water when the cops are after you you will notice that the shields will flash and slowly go away. This is very helpful on missions that you have to get away from the cops as it will not cost you $1500 to get rid of a badge.

Tap the map, tap 'Services', then tap 'Corruption'. If you 'buy' less badges the police will not come after you. To get rid of one badge costs $1,500 and the less badges you have the easier some of the missions will be.

Tap the map followed by 'Services' and then 'Weapons' to access the portaable shop where you can buy more health, pistols, SMG's and shotguns. This is useful when you are surrounded by the police and are running low on ammunition. You can also buy cars which are mostly at parking locations.
