Head to Smiling Jacks as marked in the map to start the mission. Drive to the parked helicopter in the docks and fly to the broadcast tower marked in your map. Kill the decker guards on the rooftop, then plant the transmitter. Head to the next tower and do the same thing.

Next, you have to track the van and point the laser to it. Once the gauge is filled, the location of the interview will be revealed. Head there and clear the guards until you find the reporter. Approach her to update the mission, then head back to the helicopter and catch up with Killbane. Just get near his vehicle and watch the next scene. Mission complete.
