Grab a vehicle from the Catch-A-Ride and head over to the jump just past Bone Head area. Then drive around to the gate, kill everyone, and push the button to open the door.
After that head back to Dr. Zed in Fyrestone and he'll tell you to go see Shep. Shep is back just past the gate you just opened under the awning.
