We need to head over to Treacher's Landing. Everyone over there is apparently a raging drunk because everyone drops a bottle of booze when they die. You need 25 bottles to finish the mission. Don't forget to get your achievement while you are here.

There is a lone dock on the far right section of the map. Head around there past a beach with some spikes with skulls you see a small dock with a boat. Jump on the boat to get the achievement.
