The scarecrow song is a song that summons the wandering scarecrow in certain places. In some places, your fairy Navi will turn green. If you play the scarecrow song on the Ocarina, the scarecrow will appear, and you can use the Hookshot/Longshot on it to pull yourself towards it.
To get/create the scarecrow song, go to one of the scarecrows at Lake Hylia (as a kid) and play a song for him. You have to make up a song and write it down, because the menu doesn't record it for you. Then when you become an adult, return to Lake Hylia and play the song you created for the scarecrow. This song now becomes the scarecrow song.
You first use it in the Fire Temple, to get to one of the octagonal rooms at the top. If you forget the song you created, you can go back to Lake Hylia as a kid, and the scarecrow will tell you which song you played (or you can create a new one).
You get the Longshot by defeating the mini-boss in the Water Temple. You'll need to collect several Small Keys in this dungeon to reach the mini-boss. Also, having the Biggoron's Sword makes it easy to defeat the mini-boss.
You get the golden gauntlets inside Ganon's Castle, but I can't remember which sage's room though.
