What do I have to do with that light in plaza? And much help would be great

If you look straight up into the sun standing in the light, you will be transported to another level.

Look up into the sun while standing in it. It leads to a level. Noki Bay or something like that.

If you stand in the middle of the light, and use your "Y" button to control the cama. Just use it and move it upwords untill you are looking right into the sun. It will then take you to Noki bay (spelling?)
