The Ice Spreader is in the Shore Tunnel of Magmoor Caverns.

Go to that room and use a Power Bomb. You can figure out the rest...

There is tunnel somewhere in Magmoor Caverns where the glass is shattered and weak. It is a tunnel you can stand up in. Ball up and P-Bomb around that area. It will take a moment before the bomb can penetrate the glass, but just beneath the walkway is the Ice Spreader.
