I just turned into a morph ball and circled it and bombed it till it was dead.
Wait for it to do its icebreath and then shoot missiles into its neck when it hyperventilates.
If that's the room where you fight the large Sheegoth for the wave beam, then that means that you only have the one beam - the power beam. If you continue to fire somewhat charged up shots at him - he will continue to absorb the shots in his back - after a while, he will do something like blow ice at you. After he does that, he will stop and "catch his breath" this is when you ATTACK - fire missles and more charged up shots at him - it may not seem like you're doing much at the time, but keep at it and he'll die!
Just roll your self under it and lay some power bombs.
