When you reach there you have to put all your Pokemon in Pc and take a weak Pokemon and get then take the nugget from the TRM (Team rocket member) and lose the battle and when you will go back to battle him he will give you another nugget and the TRM will keep giving you the nuggets until you win.

You can select your team as you want but I prefer not using Blastoise because then your rival will have Venasaur which has all the annoying powders (attacks) and also don't use a same type of Pokemon twice but it's your choice so you can totally ignore this answer
