The third town we open, in mission 4 or something.. Is it Glasstown? And where is the Glasstown dock? I need to know, to complete the mission 4:5

Right when you come in to the new town, there should be a little bit of grass to the right, and there should be a set of stairs leading down, and right down there should be the fan boat.
