Ok 1st you have to find all the choas in all the zones(1-7)
2nd you have to find all the chaos emerald then you will
unlock Boss Time Attack

Its easy just get Golden Stars in each stage(1-7)including VS Boss.

First get the gold medals for every level and boss. Then beat Nonaggression. Cheese tells you that Boss Time Attack is available at the end of the credits.
