You need rock smash and you haveto beat the 3rd Gym as well.

When you first go into Rusturf Tunnel, you will find that it is impassable. You need HM Rock Smash to pass through Rusturf Tunnel. This means that you must obtain the 3rd Gym Badge and HM Rock Smash, which can both be obtained in Mauville City. After you obtain these, you should have no problem getting through Rusturf Tunnel.
