If I remember correctly, they are both given to you by your rival at different points in the game. Fly, I believe is given to you by your rival when you defeat him/her on the way to Fortree City (just after beating the Team Aqua members in the Weather Institute.
Surf should be given to you by your rival when you encounter them in Lilycove City.
You get fly from may when you beat team aqua at the place where you get castform from the proffesor.you get surf at willies house which is right next to your dads gym in the game.hope that helped
You get the Surf from someone's house (i don't remember the name) after you beating the 5th gym which the gym leader is your dad. And the HM Fly you get after taking care of the Weather Institute then walk (or by bicycle) all the way to Fortree City.
