Its been proven to be a myth, no such thing exist.
It was a rumor/joke, that got out of hand and those that are new to Pokemon sapphire or not; may be tricked into believing it.
Despite the numerous rumours circulating about this feature, you cannot actually access the moon in any Pokemon game.
You can't I remember when I was tricked into beliving it althogh, it might be true on the Jappenesae version. I doubt it. Still.
