The reason your Pichu won't evolve is because it hasn't built a big friendship with you yet. If you give it items like Protein's, Oran Berry's, such as that kind of stuff, Pichu will get a better friendship with you. Hope this helps you out.
You have to build a big friendship with it. I would give it a lot of things that the Energy Guru sells. You can find him in Slateport City. Also give your Pichu a Soothe Bell. Sorry, but I forget where you get that. Also try to level it up and never let it be poisoned for long.
You have to build a stronger friendship with it and make it more friendly then it will evolve. Hope I have helped with this

To get the Soothe Bell you have to make your Pokemon Adore you then talk to the woman in the back of the "Pokefan Club" in Slateport City.
The thunder stone doesn't work. You have to make it happy by giving it items and not letting it faint. The soothe bell helps A LOT!
