I have seen many playing Pokemon on the computer where they have a cheat menu where do I get that and where do I download like Pokemon sapphire to computer???

Its called an emulator. They're illegal, so we're not allowed to post information about them on this website. You'll have to search for details elsewhere, but I wouldn't run the risk if I were you.
