I am guessing that you are asking how you can catch the legendary Pokemon, Latias because you have already caught the Pokemon Latios? Well, I am sorry to tell you this, but unfortunately, you can only catch one of the legendary psychic bird Pokemon. This means that if you catch Latios, then you do not get to catch Latias, and vice versa. So I am sorry, but if you want to catch the legendary Pokemon Latias then you will have to trade with someone who has a Latias, or use a cheat code. As for your problem with catching the legendary Pokemon, Rayquaza, you need to weaken the feisty beast until his health is in the dark, red regions. After you weaken him use a move like Hypnosis or Thunder Wave so that you can either put him to sleep, or paralyze him, this will make him easier to catch.

First you have to defeat the Elite Four and the Champion. After it you appear in your room and when you get out of the house you'll see your dad. He'll give you a ticket and after he leaves you'll receive a news flash of a blue pokemen flying across Hoenn. Then it's a matter of luck since it's location changes everytime you enter or leave a house, go to other route...But you can always see his location on your pokedex. I suggest then after it you use a Pokemon with Mean Look or Sleep Powder cause latios will escape almost everytime. Good luck now!

About Rayquaza, there's not much you can do, except if you still have the master ball. Use it and it's guaranteed, otherwise, just keep using Ultraballs. (By the way I caught mine with a simple Pokeball, so it's a matter of luck again).
