Question for Pokemon Ruby

Hey. Me again. I asked earlier about my gameshark and the master code. I figured out that I had to put in two codes for it. Now I'm working on catching Jirachi and Deoxys with codes. I go in the route next to Littleroot, put them to sleep and get them tired. No matter what I do, they won't go in my ultra/timer balls, even though they're level 2. What's wrong???

I think because they are extremely difficult to catch, regardless of level.

Because they are hard to catch even when level 2.

It doesnt matter what level it's at. You need to get it in red and then make it paralized or asleep, etc. Then hope that you get it.
