When you get fly follow the path up, then left. You are now in Fortree City.

Go to Steven on the route after Fortree...he's on the first bridge...you'll get devon scope...then go to Fortree Gym

Roger that, gotcha covered. You get Fly after beating May/Brendan, right? Right afterwards you should continue upwards in the direction that they headed. After a couple more battles, you should arrive in Fortree city. If you still can't find it, look it up on the Poke'Nav map of Hoenn. It should be to the North. And just a quick question to you too... what trees are you talking about?

Starting from the Weather Institute travel east accross the bridge and begin heading north once you reach the stairs. After you ascend the stairs continue north along the path untill it turns east (there are also a signpost telling about the item limit for your secret base and a patch of rich soil nearby). Turn east and head through Fortree City, continuing east untill you pass a large bush inside a patch of tall grass. At this point turn south and travel accross the grass. Once clear of all plants, head west accross the bridge untill you run into Steven in the middle; talk to him and he will give you the Devon Scope as well as a demontration of how it works. Once you have the Devon Scope you can either continue towards Lilycove City and prepare to fight Winona or double back and battle her immediately.
To defeat Winona, all that is neccessary are 1 or 2 pokemon of level 30 or higher who know electric, ice, or rock moves.
