Question for Pokemon Ruby

My Regice just won the Master rank Tough contest (which obviously means he's beaten the other Tough ranks too). His picture is in the canvas in the contest building, but not in the Museum. My Milotic (Beauty) and Zangoose (Cool) have won the Master ranks and had their pictures put in the museum because of it...why isn't my Regice appearing in the museum?

Because it is legendary I also tried Groudon but I only got Luxury ball!

You didn't earn enough Appeal Points during Secondary Judging. It sounds stupid, but you should try and combo your moves better.
