How come when I use the action replay I can't get the devon scope from steven ?

I don't know why you can't get it but you can create a cheat on action replay for devon scope

Dude I all ready answered your question,please do not ask the same question again ok.
Maybe it's a glitch in your game,you should be able to get to get the devon scope when you talk to him,maybe it's because you used a action replay and it screwed your game up.
Probaly ethier the code was entered wrong, Or it never worked.
