Your wasting your time Latios is almost never in one spot if you have seen it you can track it but for it to stay in the same spot you have to walk there.

Everytime you enter the area where it has been sighted, it flees to another random spot. I have a strategy which helped me catch him in Emerald (it works on this, too)

Fly to Mauville, and walk over to the Gym. Go over to where you have to cross through to get to Verdanturf. Stop infront of the Gym, go inside, and go back out. Check your dex to see where Latios is. If he is anywhere outside of Mauville (Up, Right, or Down) hurry to the place where you gotta go through and find a patch of grass to run into. (I highly recommend here you get a Wobbuffet, level it to about 30-35, and buy a lot of Ultra Balls, Timer Balls, and Great Balls. Wobbuffet is a Psychic type so it can withstand Latios' psychic moves) and stop for a minute, check the dex. If Latios is where you are, keep searching. If not, repeat the steps where you go into the Gym and Blah blah blah until you run into it. Have Wobbuffet first, oh, and buy alot of Super, Hyper and/or Max Potions or Full Restores. Wobbuffet's Shadow Tag prevents Latios from fleeing, so it should be easy. I caught my Latios on the third run in (third times the charm).

Latios runs freely, You have to be pateint in order to find and catch him.
