First, I suggest taking off Seaking for a plant Pokemon that knows sleep powder, poison powder, and smokescreen. It doesnt have to be strong. It can be jusst level 20. Then when you go against it, have it as the first Pokemon and do sleep powder. Then poison. Then smokescreen. Then ween it's health down until it almost empty. Then catch it.
P.S. Save before you try
Don't listen to what the person said about putting it to sleep and then poisoning it, because it can't be poisoned AND asleep at the same time. But everything thing else is good, use a Pokemon to put it to sleep, and if you have a Pokemon that knows False Swipe, I think you need to trade from Fire Red or Leaf Green though, use it, because it will go down to 1 HP and won't faint. Use many Ultra Balls, and keep trying. Be sure to save right before you battle it, because you could accidently KO it, if you don't have False Swipe =D.
