After you have beaten the elite four and the champ.go to pacifidlog town then go to the top right of the city then surf and hug the top wall you should come to a 2 tile gap that leads to the sky pillar to get the top you need the mach bike and to be pretty skilled on one when you do eventually get there be prerared for a long fight unless you have infinite master balls. take some timer balls and ultra balls if you dont. Rayquaza is level 70 and has the moves Extremespeed Outrage Rest and Fly

It's by sootopolis city.

Go to sootopolis city and go up and keep going to the right intil you see a pillar.

Go to paciclog town and surf to the right until you find an opening go there and if you see a cave you will see sky piller

Route 131, just east of Pacificlodge Town.

He is located on Route 131, but for the section to open you need to beat the league.
