Just evolve that Shiftry by subjecting it to a Leaf Stone.
Level is irrelevant.

Seriously?!? Come on people. This isn't some magical world where your work leads to bigger and better things. This is the world of pokemon. A world where a professor can't guess your gender to save his life, and a mouse lays eggs with a pink blob. If you want realistic experiences, go down to your local post office.

You can't, but if you try you will end up with a high level shiftree after working to evolve it.
