After you beat the Elite Four, sometimes there will be an announcement of a sale coming up such as half price from the Energy Guru or a sale on top of Lilycove Department store. These events are random, so just check a TV once a day.

You can buy useful decorations in the dpt. Store in lilycove or half price at the energy guru in slateport

When the TV flashes, sales are about. Either the Energy Guru sells his items at half price or there is a special sale on the top floor of the Lilycove City. That man sells Secret Base items.
