I know that my team needs work but I need a good place to train
Bagon - Lv.36 - headbutt - focus energy - ember - dragonbreath
Combusken - Lv.34 - double kick - quick attack - cut - ember
Swellow - Lv.23 - fly - wing attack - focus energy - quick attack
Gyarados - Lv.35 - dive - twister - surf - dragon rage
Groudon - Lv.46 - slash - bulk up - earthquake - fire blast
Linoon - Lv.39 - tackle - covet - fury swipes -headbutt
I also have a Lv.28 Mightyena - tackle - howl - roar - bite
And a Lv.35 Solrock -rock throw - fire spin - psywave - cosmic power
And a couple of other semi-good Pokemon ranging from 15 - 41.
What should I do to get them levled up so I can go fight the elite 4?

Well you could do hours of painstaking battling. But I would suggest putting a lot of Linoone in your team, that way when you are walking around after battles, they will pickup items, usually Rare candies! You could trade them to another game and level them up there because they get bonus experience points and levle up about 3 times as fast!
Good luck.
Here is my advise put your to weakist Pokemon in the day-care while you go and talk to trainers most of them are going to want to battle you.Or just get a rare candy cheat.
A few good places to train are Victory Road, Route 128, and Route 127.
