You need to leave Fortree to the right and go as far as you can. Then go down and you'll see a bridge. Go across and you will see Steven. Talk to him and he'll ask you if your ready to battle say yes and you'll have to battle a Lv 30(i think) Kceleon and when you win he'll give you a item that will let you see the unseeable pokemon.

To get that thing (aka Kecleon) out of the way, first you need to find Steven on Route 120 and then you talk to him and you will battle a Kecleon. Then after the battle, Steven will give you a Devon Scope. Then you need to go to the ladder that leads to the gym and click on the spot and use the Devon Scope and you will be able to go to the gym.
