I believe you're talking about Relicanth. Relicanth doesn't evolve from anything and cannot evolve. It's a Water-Rock Type Pokemon, who can be found in the Underwater Area of Routes 124 and 126. It's pretty rare, so it might take some time to find one.

It doesn't evolve, it is used to unlock the Regis cave with Wailord. That is really all it is good for, nothing else. Can be tricky to find sometimes, I spent a while trying to find it myself.
