First of all, Barboach evolves at level 24 (or near); Wailmer, at level 40; Trapinch, 35; Lileep, 40.

If you want your Bagon, start looking for TM02 (Dragon Claw) in Meteor Falls; go up the first waterfall, wend your way around the aquifer below to Old Couple John and Jay, battle Dragon Tamer Nicholas, veer to your left until you come to the left side of the pond, go down the ladder, Surf across the aquifer, and enter the little cave, and you will find a Bagon around the TM at the other end of the pond.

To get Beldum, beat Steven at the League and go to his house in Mossdeep to pick it up.

If you caught Latios on Ruby, you catch Latias the same way but on Sapphire (or use your Eon Ticket and meet it at Southern Island).

If you have the Devon Scope, go for invisible solid spots on Routes 119 and 120; they're Kecleon (you can also get them in the grass on Route 120).

2.You find Bagon in the same place you get Dragon Claw in
Meteor Falls.
Beldum,you find on the table in Steven's house,in Mossdeep City,
on his table.
Latias you find wild in Pokemon Sapphire after you have beaten
the Pokemon League.
And Kecleon you can find all over in the grass around Fortree City
