First of all, your party composition contributes nothing to friendship as far as I know. All you have to do is let that Golbat, Pichu, or Igglybuff battle constantly.

If you want a Feebas, tune your Dewford hip quote and start fishing on Route 119, block by block. You can do it in the rain or sunshine.

Trainers: Monetary Winnings:
Rich Boy Winston (Route 104): $6000-$7200
Elite Four: $4900, $5100, $6200, $7200, $11,600

Elite Four: (I can't give you order; they send out each Pokémon as they see fit. Numbers in parentheses are levels.)
Sidney: Mightyena (46), Cacturne (48), Sharpedo (48), Absol (49), Shiftry (48)
Phoebe: Dusclops (48), Banette (49), Sableye (50), Banette (49), Dusclops (51)
Glacia: Glalie (50), Sealeo (50), Sealeo (52), Glalie (52), Walrein (53)
