Question for Pokemon Ruby

How do you duplicate pokemon? and can you get all three starter pokemon like silver, crystal and gold?

You can't in this game, and yes you can do that in those games.

You Cant Duplicate.
You Cant get The 3 Johto Starters.

Duplication, no. All three starter pokemon, yes. only if you have two pokemon games for GBA, 2 GBA's, and a link, start an new game in one and as soon as you can, trade it over to the other game, repeat this process with another starter.

On the third new game pick the starter pokemon you haven't picked yet. When you get to the point you can trade, do so!

Trade the other two starters to the other game or vice versa.
