How can I get Feebas?

Question for Pokemon Ruby

How can I get Feebas? I've been looking for it a few weeks.

And how can I get some cool decorations for my secret base like a TV or a Glide.

And in Ruby you can get Lugia, just go to the sky pillar. You need the three starters and Rayquaza, Groudon, Kyogre all on lvl 100.

I never got feebas but to get a t.v and slide and boards to cover up cracks in a base you need to wait for a clearance sale on lilycove dept. store then go to the top floor theres a man speak to him and ta-da you can buy cool items

1.Right to get Feebas fly to Fortree city and go left. there is a river near the weather institute surf in that river and use a GOOD ROD NOT A SUPER ROD!!! Iused a super rod and kept getting carvanha thats how to get feebas.

2.look on the tv's and when they have lillycove clearout sales go to lillycove department store and go to the rooftop there is a dude standing next to the vending machines he will sell you cool stuff such as tv,cute tv,round tv. he will even sell you a slide how cool is that!!!!!

3.LUGIA? in skypillar i'll try that cheat cool dude!
