Yes, you can trade someone that has a Jirachi, or use an Action Replay because that is the only way too get one!
You can also get a Jirachi by buying "Pokemon Channel" for GameCube, after playing the game through, it allows you to get a jirachi. You will only be able to transfer it to ruby and sapphire, and you have to have beaten the elite four in those games.
I had this Pokemon, like the others said... Although I used a Game Shark, if you know how to use them it will work like you want it too. I used a thing called Pokemon Maker. It can be found when searching Google. Action Replay is another good cheating device members and people use.
