Getting a shiney Pokemon is a very slim chance. You just have to keep restarting until you get one.

As said above you need luck, you also need ALOT of patience for it just keep picking charmander as a starter till it's a shiny. Simple to do just takes a really long time unless a. Your really lucky or b. You used a cheat
