When both the ruby and sapphire stones have been found and given to Celio and when I have defeated all trainers in the Pokemon tower does this mean the game is complete or is there something else I need to do?

The game is complete when every thing is done:pokedex(national and kanto),the elite 4 beaten,and all the specail events such as the one in your question
After doing that, there are some other stuff to do on the game. You can go after obtaining every Pokemon in the game. You can also defeat the Elite 4 multiple times for fun, and to train pokemon.
Oh no, that does not mean that you have completed the entire game, there are still a lot of things that you can do if you want to. You could say that that is only the tip of the iceberg. One thing that you can do is look for shiny Pokemon, catch Six shiny Pokemon, and then raise them all to level 100. You can go battle the Elite Four One Hundred times, and try not to lose at all. You can still complete the National Pokedex, and see all 386 Pokemon, or you can try catching all 386 Pokemon. You can still raise all of your party Pokemon to level One Hundred. You see, there are lots of things for you to do.

The storyline is done. You should still accomplish National Dex, all Pokemon caught, etc. The game nevver ends, my friend!
Well,you COULD obtain all 386 Pokemon,look for shinies,buff out all your Pokemon to level 100,battle the elite 4.....other then that,you can just enjoy pokemon!
