You just need to be friendly to it by making it love you. Don't let it faint, keep it with you and be friendly to it in general. Then level it up and it will Evolve into Togetic.

Let it hold soother bell...it will surely love you...otherwise give him/her lot of stat enhancers

You make Togepi Evolve through increased levels of happiness. You must use your Togepi a lot and give it a lot of stat raising items such as Protein, Iron, ETC.
When you have exceeded it's happiness level, your Togepi should Evolve into a Togetic.
